From Feb 10th 2014 , the investment of small and medium hydropower plants, ecotourism, entertainment and business centers, supermarkets, ... in rural areas will not be entitled to get investment preferences.

Government has just issued Decree No. 210/2013/ND-CP regulating new policies about encouraging and giving preferences for business to invest in agriculture and rural areas in order to replace the Decree No. 61/2010/ND-CP.
Accordingly, since Feb 10th 2014 (when the Decree No. 210 had effect), investment of small and medium hydropower plants (scale up to Group B ) would be excluded from the list of special investment incentives in the field of agriculture and rural areas.
Along with the small and medium hydropower plants, some kinds of project such as construction of eco-tourism destinations, national tourist areas, cultural parks, recreations, commercial infrastructure constructions, supermarkets, etc in the countryside would be also excluded from the list of investment projects in the agricultural sector which are entitled to special investment preferences.
Previously, according to the Decree No. 61/2010/ND-CP, the investment of small and medium hydropower plants and projects above were enjoyed special priority because of the investments in agriculture: Exempting or reducing from 50% to 70% of using land fee, supporting renting land money of farmers and other preferential policies .
Besides some projects would be removed from the list of investment incentives, the Decree No. 210 also regulates specific rate and maximum support of government for each type of incentive projects. Therefore, the investment of livestock projects which have concentrated scale (from 1,000 pigs, or 500 buffaloes, cows and goats, etc)...) may receive grants from the state budget with 3billion VN dong/project. Investments of concentrated breeding high yielding dairy cows projects (from 500 cows) would be supported 5 billion VN dong each
